I'm having the same issue, i can hear the (distorted,buzzing,static-like)music and system sounds but abilities didn't make any sound at all. I will try switching to DX9 and update ITT if it works for me. unfortunately i troubleshot by reinstalling the entire game before i found your thread so i will have to wait for that.
