There is quite literally nothing to support this allegation.

If content is designed to Solo or a Small group it will be balanced for Classes. People will have to take more responsibility for their own survival.

If content is designed for Full Parties or, god willing, alliances it will be balanced for Jobs. Having two different ways to play will not effect the balancing of content at all.

As far as future abilities are concerned, they have to balance for cross classing skills with Jobs anyway. Having to do it with classes simultaneously will not make a difference.

Classes are for people who don't like being told how to play. Jobs are for people who want a predefined role. You don't alienate one group to satisfy another. That only leads to a smaller target audience.
