This functionally makes the Bloodletter charges pointless as the main reason people wanted them was to avoid overcapping procs. That isn't a thing anymore. Furthermore, DoTs are now 80% flat in terms of prog rate. We don't yet know if that is on 3s intervals like everything else or per GCD. Either way, this severely guts a big portion of Bard's gameplay. DoTs, for all intent and purposes, have no reason to exist. They're just fluff damage.
