Whats tragic to me is that you keep going after having all the weapons xD

Mrhappy did say from his interviews they may consider adding the new job weapons to at-least one previous ultimate becuase of it's popularity. I'd imagine TEA would be the easiest because of how cut-and-paste the GNB and DNC weapons are (dungeon weapon and shire respectively).
Ultimate participation jumped a bit the last few months, especially with all the streamer coverage. There was quite a lot of activity in PF and multiple discords that sprang up for running PF Ultimate. If you can clear Savage bosses like e8s or e12s without being carried, you have the potential to clear Ultimate if you wanted to.
But while I can understand the desire for an Ultimate mount, it just isn't content that's designed to be farmed 100 times. They're long fights and a test of endurance and consistency as much as anything and while a few people enjoy it enough to run it over and over just for fun, it would burn out the majority. I think the current system is fine.
Enjoy the time required to farm that mount if this was ever added.
Up to 18m fights x99, sips tea, just all around no.
Just think on your own, cleared 30 times, ok now enjoy dragging 7 people through it another 69 times because Ultimates are not as easily puggable(you can still put but it is harder to get groups going) as Extremes are.
Savage mounts are garenteed to drop with 2 coffers.
Ultimates would most assuredly be the same if not better like 2/3 drops per kill.
Threads like this are why people /doubt when the hardcore crowd insists they want more content "for the challenge".
There's nothing wrong with wanting more fresh challenging content and wanting something exclusive from that particular instance whether it be weapon, armor, title, or mount.
It's the equivalent of going somewhere new and picking up a rock for remembrance/collection sure you already have rocks at home but you don't have a rock from there.
Also I think it would be better for there to simply be mounts for clearing like you do for clearing the raid/boss of the savage tier and then the weapons are the grind.
There should also be titles for clearing multiple different ultimates, different variations depending on which you cleared.

It is when the argument so often is they want it "for the challenge". At least you're being honest about it that you want an exclusive reward. There's nothing wrong with wanting more fresh challenging content and wanting something exclusive from that particular instance whether it be weapon, armor, title, or mount.

That's around 10% of the people who have registered for that site.. its nowhere near an accurate count, from the overall population it probably is closer to 1% or less. While Ultimate is definitely hard to clear, "1% of the 1%" is exaggerating a bit too much.
Using ffxivcollect (a website used to show collections/achievements in XIV), it shows that 9.3% have cleared Ultima Weapon Ultimate at least once. In comparison, 21% have completed Eden's Promise (Savage) at least once.
Now, the disclaimer here is that the website obviously doesn't show the data from every single character ever created. However, the sample data should be large enough to create a rough estimate on how many players have cleared an ultimate compared to how many have cleared the current Savage tier. That's also excluding the amount of players who are still attempting to get an ultimate clear.
OP's suggestion doesn't sound like it'd take a significant amount of resources either, since it'd be reusing models from the fights itself. And while clearing it 99 times sounds like an absolutely insane grind, it's not like XIV doesn't already have a bunch of those anyway.
How would you explain the existence of Feast mounts? Only the top 100 players of a datacenter get these, so SE doesn't really have an issue with adding mounts as exclusive rewards. Not to mention the Pteranodon mount, which is currently the rarest non-Feast mount.
You're ignoring the 21% clear number of the then-current Savage tier (Eden's Promise) that I was comparing it to. Of the people registered to that website, 21% have cleared Eden's Promise when it was current. It's highly likely that the ones raiding Ultimate also tend to be actively raiding Savage. This means that almost 50% of the people who have cleared Eden's Promise, have also cleared Ultima Weapon Ultimate. Therefor, it's not exactly "1% of 1%", because that would have shown a much lower number on ffxivcollect.
Besides, the amount of players participating in ranked Feast is likely about as low as the amount of players practicing/clearing Ultimate, yet that PvP mode has been getting unique sets and mounts for years.
Ultimates are nothing compared to FFXI NM and HNm fights… even getting the claim was a battle … fighting off competing groups who train mobs on you was a fight for 2-20 hours… sometimes you would camp a spawn for 16 hours and lose… or win and get train pulled or kill and get no drops… it was hell hardcore … todays gamers got no gameUltimate participation jumped a bit the last few months, especially with all the streamer coverage.
