Frans hair is in game- but it's only on the Fran NPC
The only similarity they have is that it's a ponytail on a Viera

Saying Viera already have Frans hair is like saying "I want clouds hair available"
"Row X on human is spikey hair, there that's clouds hair bc it's spikey"

It's similar, but not the same. they're not exactly the same bc even you said its not as long and no face guard- so that means it's not the same.

If it were the SAME it would be identical which it is not- hence the definition of SAME- meaning identical
So, if it is not as thick or as long & without a headguard it is... *drum roll* not the same
