Event quest reward and Recompense Officer NPC bug

NPC name: Recompense Officer/Calamity Salvager

Steps:
1. Complete 2013 "All saints wake" event's 1st quest "Not-so-evil Dead"
2. Got "The Wailing Spirit" costume as the reward
3. Did not completed the event, so no achivement
4. Discarded "The Wailing Spirit"
5. Both Calamity Salvager and Recompense Officer do not have this costume.
Even so Calamity Salvager sells quest rewards, apparently Recompense Officer's shop is based on ahcivements.
6. So in the end I'm stock in between "I have complited the quest" and "I cant buy the reward for this quest"

You never completed the event fully. You didn't get the achievement so the vendor will not have the costume available for you. Your only recourse is to buy a Wailing Spirit costume from the online store if you want one.

Costume was not rewarded to people for "completing event". I have the quest completed in journal - don't see anything wrong with this constume available on NPC's shop. The only problem which might be present is - devs clear event data and there is no way to verify rewards for 1st quest or last quest (outside of 3d party's wiki and/or some content creator's video). Which is the problem for me. And I'm sorry, but it doesn't feel as "fair" system. I had the costume and now the only way is additional payment
