May I recommend the Crystal DC? It's pretty much known as the more Casual and RP-friendly DC in NA. It's the one I call home and I do see people chatting up a bit in major city hubs. Dungeons are still mostly people trying to clear at an efficient pace but I've also been in slower paced groups and no one's ever made a fuss about it so it may be what you're looking for.
Based upon all the research Ive done, mainly outside of this thread, it's either going to be somewhere on Crystal or straight to Tonberry.
