Because the internet is not point to point. It's like a road, except ISPs have little care for traffic direction during construction or outages.
The issue is between you and the servers, not necessarily the endpoints.
You could have the best internet on the planet, but if there's something wrong going on along the pipeline somewhere that doesn't really matter.

While I do understand that this can be a thing, the problem is, FFXIV is quite literally the only game i have this issue with and it doesn't matter what data center or server i check, they all have a poor connection when about a year ago they were excellent or good.
There are servers hosted in the same cities as the XIV servers which are fine. (Im not sure if they are hosted in the same server farms or not, doubt it somehow).
Its my understanding that a bit before the WoW player influx, there was an update too the game that ruined a lot of peoples connections out of nowhere and I haven't seen a fix listed for the problem, Happened while i was on a break so not sure if that's it or not but considering how consistent the bad Connection is across all Data centers I have access too, and the fact its only a FFXIV problem, that's the theory im leaning towards atm, Posts on that problem are starting to become difficult to find however when i went searching earlier too see if there has been a fix.
Called my ISP after making the first post on it here as well, they say there shouldn't be any issues between me and them and claim the problem is at SE's end. The 'pipeline' shows no sign of congestion but their tests have issue at the game server end.

That's how ISPs roll. It's always someone else's problem to fix. lol But anyway, I would look into your personal hardware. Something could need replacing, tightening or cleaning. SE has also acknowledged that the influx of players has caused some issues on their end, and they have been working to address it ahead of Endwalker's launch. I haven't had many issues myself, but that's not to say it doesn't exist. I would just try to rule out anything you can on your end. Literally everything, down to the last piece of hardware you're using, whether it's a console or PC. It could be a simpler fix than you think. I've been there, done that and I about kicked myself when I figured my issues out.
The update that ruined tons of people's connections is pure coincidence. There are people every update saying that, and yet servers still run just the same as always.
Most likely, some ISP node is semi faulty and they don't feel like spending the money to fix it because it's not actually down and doesn't cause issues for the majority of things people do on the internet (web browse, stream).
ISPs HATE spending money to upgrade more than anything else.
Its a brand new computer i spent a small fortune on, and once more, its ONLY FFXIV that has this issue. Nothing else.
Do a tracert, that'll tell you where the problem is
