For context, my BLU is level 39 with ilvl 37 gear and I'm killing level 44-45 mobs while still missing my attacks.

This is your problem. You should be killing level 39-42 mobs if you're only level 39. You still get XP insanely fast. I honestly had no problem leveling my BLU at that level. You're literally one-shotting everything at that point.

You generally want to farm mobs within chaining range. If you can't chain mobs, then don't fight them.

Also don't focus too much on leveling. Focus on getting as many skills as you can along the way, and you'll find 1000 needles outlives its usefulness pretty early.

I'm not sure I'd say level 70 in 30 minutes, especially starting from an ARR level range, but it is still incredibly fast compared to doing it properly.

I've PL a couple people in my FC, if I pull them to the Kholsia beach asap as long they can tag the mob, we're done in max 45 minutes maybe an hour if there is multiple groups there.
