What we know about Radz-at-Han is that it's located on the island of Thavnair, it's a major trading hub, it has a treaty with the Garlean Empire, preventing them to remain neutral in their conquest, allowing them to trade to both sides, and that it's the birthplace of alchemy and dancers. They also have their own version of the Zodiac Braves stories.
As for it being acceptable as an origin, I think so. There are a few NPCs who are either from there or have been there. You might want to say that you arrived at Limsa at some point (even if you aren't taking a Limsan job), because that is the usual entry point to Eorzea for those who came from the sea.

Dancer job originated from there and the level 70 quests has a reference to a familiar npc and a certain 2.x event

F'lhaminn escaped to Radz-at-Han after the 2.55 event and met the dancer quest NPCs. She's the reason the dancer quest NPCs came to Eorzea
