the best gear a tank could have at that level is either ilvl 406 and a lucky dungeon drop or a crafted ilvl 409 piece, which has worse stats than augmented scaevan if it's non-HQ and has just barely better ones if is HQ
aug scaevan is perfectly fine up until someone unlocks the AF gear
