With respect, everyone who has said that you don't get SB and ShB access until EW official release (Tuesday 07 Dec) is wrong. In the past, people who preordered an expansion have always been granted previous expansion access as soon as the new expansion's early access period began. If someone has Starter Edition now, and they preorder Endwalker, they will get access to Stormblood and Shadowbringers at Endwalker early access, Friday 03 Dec.

Here is a snippet from the Stormblood Early Access Details announcement:

* Early access is not available for the FINAL FANTASY XIV Online Complete Edition all-in-one bundle.
* Registering the Stormblood pre-order code will enable users to play Heavensward content during early access even if they do not possess Heavensward play rights.

With all respect, you are wrong. It does not say it on the FAQ but I am one of the few that do not have SB and preordered Endwalker. I have access to the other expansions 100%. Although I'm still at Post HW I can level up past 60, which was my cap before EA.

Perhaps your level cap is raised with early access, but have you tried to access any of the SB questline?

Not yet, but I have access to GNB (SB content if I'm not wrong) and I've seen other people on Reddit say that they started Stormblood
