Don't need VOIP, but the chat bubbles as an option seems cool. Would be best to have options to show friends/FC/party/everyone or any combination thereof.

I love chat bubbles, it's usually is a client side thing so it doesn't weigh much on the server and it doesn't tax much on the framerate. I don't see much of a reason not to have that, make it optional for those that dislike changes.
I am not all that huge on the VOIP though, WoW tried that and it flopped hard, not because it was bad, but because Discord is a hell of a lot better to organize and it has a function for temporary membership that only allows you to join only a single voice channel for those that don't want to get their group/fc Discord's filled with randoms.

I don't think in-game VOIP is necessary at all, and it likely wouldn't even be as close to as user friendly as the options we already have like discord.
Chat bubbles would be cute though.

I don't get why people are so adamantly against it. As if you'd get forced. Savage also got implemented and nobody gets forced to do that either. Same with Ocean Fishing, big job gauges, glam... Options are options because they are optional.

Ocean fishing lets people quickly level up their fishing gatherer and is pretty easy to access.
Savage fits anyone who's any kind of hard core in a game.
Glam is for anyone who wants to be fabu/is a collector, same for many other items.
A lot of people just don't see any point in having 'chat bubbles' and think it would be a waste of resources. I've played a few games where you could only talk in chat bubbles, and it was a HUGE eye sore in seeing who said what/keeping track of it and I personally don't think it'd be a good usage of their time to add (I actually think it's the worst kind of system to have players chat in any game)

It's kinda funny how people always say stuff like "more options are always good" except when it's a niche thing, then suddenly everyone screams waste of resources as if the game would go bankrupt if it were implemented. Literally no one would force you to do, have, or use anything, it's called an option for a reason

Chat bubbles are essential for having context on where a person is. It would be like having people IRL talking and you having no idea where they are. Just voices.

I can't say I'd ever use speech bubbles, but I wouldn't mind if they were included as long as I could turn them off. In game voice, on the other hand, is a definite no from me. There are multiple free options out there that would undoubtedly be better than anything SE could build into the game, it could create situations where people feel forced to use voice comms where voice comms aren't necessary. Perhaps most importantly, though, it would just create a new thing that SE would need to build, update and monitor the usage of.

Chat bubbles are trivial to implement. They're not missing because of "too much resource".
It's technically already possible to see what the so called "busy" worlds look like with them too, actually. And people who post they'd fill their screen really have no idea what they're talking about. People simply do not use the in-game chat in public that much for anything but emotes.
Doesn't the game already have a basic implementation of chat bubbles? You see NPCs using them all the time. Although I suppose there'd need to be some kind of management for excessively large text strings. It could easily be a client-side toggle, and even in a city with a load of shout chat going on, you're only going to see messages from people close to you anyway.
