You're always going to do less dps than an equivalently skilled player on lower ping, regardless of how the job is designed. The priority should be on designing for fun gameplay, and Shroud with its 1.5s GCD hits the spot. It's also interesting to note that they could have done weaves on every GCD like GNB does, but it just wouldn't be nearly as satisfying. This has just the right rhythm.

I would strongly encourage more job design experiments like this.
