They've explained what will happen and told you what action you need to take to mitigate the issue yourself. No extra fiddling with special boosts is needed – especially when the reason it's happening is to avoid needing special extra calculations and tracking.

Nowhere does it state on the announcement that rested XP will be removed.

The XP that's going to be removed is what progress you have to the next level up, and with them making level 1-80 require less XP it's not that bad.
