How so? Top 3 = garunteed seals in a day of runs. AV/CC are 100% @17 min and under everything else is garunteed to drop (Behest/Faction/whatever else is left).

Good to know, but as far as Hamlet goes it's still luck-based content for those who aren't top provisioners.

I still disagree because any party can get 60k w/e having a top 20. That yields the top chest which is how we got most of our members thier seals. With a top 20 it makes it easier and takes less time but it still not really luck based if you have a static group. We got at least 3 seals a night usually more than that too.
