Just because it is more fair doesn't mean it's a good system.

As in 173 FCs doing it, not 173 shell FCs owned by one person. I don't know how many of those FCs are actual FCs and how many are just unused gil printers. Stop quoting me out of context and twisting my words.
So how many houses is this going to free up, exactly? How much is this going to help? Still waiting on that answer from you.

You know what? I actually have the data to extrapolate from, so I'm putting this to bed. All information can be found on https://www.xivhousing.com/ and https://ffxivcensus.com/.
There are 24 wards per zone, 4 zones, and 60 houses per ward. That's 5760 houses per server.
There are an average of 125 solo FCs with houses. I will not be counting 2-3 member FCs because there's zero reason to have a second alt in your gil printer. Now you can't assume that every single solo FC is a gil printer who's only purpose is subs, but for the purpose of this mental exercise, lets go with that assumption.
There is an average of 9404 active players per server based on this data set. Keep in mind, this was information taken before WoW imploded and dropped a ton of its population here, so the number is likely significantly higher, but this is what I have hard data for. That means an average of 3644 active players cannot get a house. This doesn't even include FCs. This assumes that all houses would go to players.
Assuming an absolute worst case scenario of abuse, that every single solo FC is nothing but a soulless gil printer and that getting rid of submarines would mean that they dust and go to another player or FC, you're talking about reducing the problem that we have by 3.43%. Adding a single additional ward to each zone would have a greater impact than this, assuming worst case scenario of abuse.
Also, I don't have time to pull the other numbers right this moment, but the overall population is significantly lower, and number of single person FCs is significantly higher, on JP servers versus NA and EU. That means it would have a much lower impact that even the miniscule number I just reported if we only look at the English population.
Your ill advised "solution" deprives people of a useful function of the game and does very little to help. The only reason anyone would seriously pursue this after reading this data is ego or envy. Please just drop it now.

The above reads to me like someone desperately want to keep their gil printing submersibles. lol "Plz drop it now"
Eh even if the hoarders still keep their houses and game sub active forever, as long as it deprives them of the means to continually earn gil and acquire more housing, I'm all for it.

I'm kind of indifferent to this really, gil in the grand scheme of things is mostly pointless? Everything you could get you can get easily with enough effort.
The true reward is doing the challenging stuff that doesn't require much gil.
Stockpiling gil is pretty pointless unless someone's FC is trying to take over the entire server to build a empire I guess lol.

Probably because it helps to support the argument that having submarines be such a lucrative means of generating Gil without requiring the use of a market only goes to compound the already apparent housing issue. That is not to say that it is the sole contributor of issues, but it's definitely a compounding factor. Case in point some people have already hoarded housing with largely the express luxury of engaging in this income source.
They are simply picking out examples that highlight quite a clear issue. - Which to be quite frank if some people are hoarding houses for this endeavour then it is an issue. They aren't exactly going to present examples which are contradictory to the point they're trying to make.
Do I think attacking or generalising an entire discord is right though, nah.
