The priority I give my commendations:
1. Any DPS that is doing good DPS. It's rare someone beats me, but I do notice it. It's also rare that a DPS beats me when I'm plying WHM.
2. A healer doing good damage without people dying and while the tank is able to pull correctly.
2. A tank that pulls properly and presses buttons. Tank damage converts into enmity, and if a mch or anyone else with burst is ripping aggro off a tank, it means they're just not pressing buttons, or not making sure their AoE is hitting the enemies, or they're not paying attention to the enmity list.
3. A healer who had to carry through bad damage and was forced to gcd heal a lot.
If everyone played poorly, I don't give comms. Good DPS are the highest comm priority, they're also the rarest.

If none did it then i'll just give it to a good-looking female tank/healer.
If healers/tank did horrible performance then i'll just give it to a completely random dps
If i didn't like the party then nothing is given and I leave at the first moment. Happened few times.
Usually if I comm my fellow DPS, it's because things died fast and they kept themselves out of the red. I do find myself giving comms to tank and healers more, but sometimes the DPS shines more.
And sometimes and tank and healer were just terrible so... as long as the DPS was serviceable and not dying all over the place, they get my thumbs up.
General Priority:
1) Physcial Ranged that use Peloton get my comm 100% of the time.
2) If I Tank: Healer gets it. If I Heal: Tank gets it. If I DPS: The other DPS gets it. Everyone wins that way.
3) If I see things absolutely melting, goes to DPS who is blasting.
4) Sprouts who are new to dungeons (new player bonus) if they're clearly trying.
Have had runs that go so poorly where I don't comm at all. You don't earn my comm by participating.
Veteran healers don't care if we need to heal, but right now we don't. We want interesting things to do during the downtime other than a 30s dot and a single filler spell that hasn't changed from lvl 4 to lvl 90.
Dead DPS do no DPS. Raised DPS do 25/50% lower DPS. Do the mechanics and don't stand in bad stuff.
Other games expect basic competence, FFXIV is pleasantly surprised by it. Other games have toxic elitism. FFXIV has toxic casualism.[/LIST]
I default to giving my comms to the highest DPS in the group unless someone does something to stand out.
Tanks/healers get plenty of comms—I'm here to spread the love.

My criteria?
That they have a cool name. Yesterday I saw "Royale Withcheese" and they got my commend. If I see any other Beatles references, they get it. If nothing strikes my fancy, I give it to a tank or heals.
Literally, it's on a whim. I don't run DPS meter addons, so there's no way for me to know if DPS did well. Things died. DPS did their job.
I mean, for real, I'll give it to funny glamours, good names, folks that chat during the run, etc., etc. Given the current system there's literally no way to gauge performance outside of very vague basics:
- We didn't die, DPS and/or Heals and/or Tank did their job. Was it good DPS and average heals and crap tanking? Who the heck knows? Might have been low DPS and great heals, and average tanking... or excellent tanking, good DPS and crap heals.
I gave a commend to a Chicken glamour today. Funny as hell during cutscenes.
I've received just shy of 100 commendations in about three months. All as DPS. Most of which, I can assume, are for either my character name ("...the one and only Billy Shears!"), or my witty chatting (shameless, aren't I?)
I think very few of those 100 commendations were given because someone measured my DPS. Nah.

Criterium for commending a DPS: The differences between the commended DPS and an average DPS did more to make run the run quick and smooth than the differences between my current tank or healer and what would be average for either of their slots.
