I used to give it first to the tank or healer but people tend to leave the group before I even get a chance to give comms. So typically I give it to the person that's left, which is usually the sprout watching the cutscene.
When I join as DPS, as long as the other dps don’t screw up big I always comp them. From my experience they are the least appreciate role.
I can play Tank or Heal role with mediocre and still receive tons of comps, while doing exceptional in dps and get nothing.
When I play tank or healer I usually comp healer or tank, as their performance are more noticeable when I play the respective role but aways comp another dps (as long as no big screw up and not rude) when i play dps
If you goof off with me during the dungeon, you're getting a commendation. If you do a big mess-up and are apologetic, I'mma give you a commendation. If you are the same class as me, we have a bond. I gotchu.

Given that there's an achievement for giving commendations, my criteria if all went well is simple: someone who actually had useful information in chat, tank first (if I'm not the tank), healer second (if nobody died), and, most importantly, anyone left by the time I'm ready to hand out comms. Too many people quit the instance before I can even offer a commendation.
If you don't say Hello at the beginning of the dungeon you're off the list by default.
Usually I give my com to a healer or tank but after reading this thread I'll include Dps more often.
If I tank and I see people letting me go in first to grab mobs -> commendation worthy, I appreciate the courtesy.
If I'm a healer and I place my bubble of protection down and the tank or dps actively step out of it for some reason - > no com for you.
If I'm a Meele dps paired with a ranged and they do not come close for buffs (brotherhood, dragoon tether) - > you'll not get the com.
If you're talkative and overall pleasant to be around I'll always give you my com.
I don’t see any point in having criteria for it. I just give it randomly to whoever I feel like or no one if I just want to get out of there.
Depends on the role I'm running in addition to how I feel about the skill ceiling of each role. I personally believe it is:
DPS > Heals > Tanks. If the DPS perform at the skill ceiling then they get my comm. Followed by healers.
However, the skill floor is Heals > Tanks > DPS
So if DPS perform closer to the floor healers generally get my com first followed by tanks.
Give me dragoon tether as red DPS, don't be lazy and hit the button without targeting someone. Don't be among on the worst, not hitting the button at all.
I usually give it to heal/tank *sprout* people to encourage them keep doing stuff and not getting them discourage playing thoses jobs.
