Mostly I do it like this (Basically from top to bottom, was this one in this run? if not, go one deeper):
    - Was someone just a delight and maybe stuck around for a littelchat afterwards?
    - Was there a player who took the time to explain mechanics to a new player or helped them out when it became clear a player had problems with a certain mechanic?
    - Was someone reminding the group to wait for the new guy to watch the Cutscene?
    - Did someone remind people of Food Buffs in case they were leveling?
    - Did the Tank stop to ask the Healer if his pace was ok?

And if all other criteria fail, Healers get a commendation just for existing, because they decided to play the most boring job in the game just so people who dont want to can play too.

DPS always gets comms from me and my wife because we are a tank/healer combo. Normally we split our comms between the other two, unless someone deserves both.

Being a healer main, most of my comms goes to the DPS in general because Healers/Tanks sometimes showered by one despite being terrible. I also judge those who play in same role more critically, so DPS will have easier time earning my comm. Especially if they're literally carrying the party's DPS: guaranteed comm from me. Tanks and especially Healers has to be really, really good to snag that comm. Or if the DPS are just outright terrible.

I used to give some leniency toward sprouts and/or returner. But not anymore. They don't, and won't ever become a factor to me anymore. For all we've known they could've been an alt of a pro player! Of which they'll still snag my comm if they're doing pretty good. I don't want to encourage 'bad play' and give a comm to a legit new player just because... 'sprout'.

If that also ties the criteria w/ the other DPS, I'll look into other more trivial aspects like glamour. Silly, I know. But on the bright side, this means they're all equally contributing \o/

Lastly but not least, attitude problem forfeits all possibility of getting comm, obviously.

I often give my comms to dps (if they stick around long enough for me to commend them) - DPS usually have to wait longer for queues so I feel it's a good way to reward them for it. (Especially if they have to deal with my casual-playing-ass in a party)
If they don't act like a d!!k, don't pull before the tank, keep out of easily avoidable AoE's (unless they are sprouts in which case it's acceptable), not go afk without reason, be funny/chatty/polite - I'll give them comms.
If they have an awesome glam - I'll give them comms.
If they have a cool/funny name - I'll give them comms.

I usually give commendations to good players, especially a good DPS because tanks and healers have been consistenly normal in my experience. It's only with DPS where I see a large disparity of good and bad ones.

Do you use your AoE rotation? Do you use party buffs? Can you dispatch enemies fast to avoid whiping? If all of these conditions are met I tend to give a vote up!

"Disqualifying" anyone from receiving a comm based solely on race and/or Job is just petty.

I comm DPS second most after healers. I comm tanks the least, because I usually am the tank.

But even when I'm not, most folks who play tank do a very poor job at it, and this has been consistent across expansions. There's only been a few dozen times now in thousands of dungeon runs where tanks did well enough that I commend them.

Healers get my comm more often than not, because they're the only role where other people playing badly makes them have to do more work. More often than not, healers in XIV will put in that extra work to help those bad players out. I notice that, so healers usually get the most.

So basically I comm DPS when healer is very very bad or very very snobby. Or when the healer leaves too quickly. I won't comm DPS though if they played really poorly. No/few AOEs or AOEs on boss when there's no adds. I've seen some DPS do some pretty whacky stuff.

Though if there's a female Roegadyn, Elezen, or Highlander in the party and they are decent they usually supersede my role rules. Make my heart go doki doki, and I'll comm you. I'm weak.
