Because SE is a Japanese company. And New Years is a very important part of Japanese culture. Where as christmas in Japan is little more than a comercial import from the west.
Thus it stands to reason they would prioritize the in game event based on the former over that based on the later.
EDIT: mixed up what events you were talkign about. Still the same point applies to halloween as for Christmas

All Saints' Wake has already missed its proper season, so it makes more sense to delay that one event further than to try to squeeze it in ahead of the two other events scheduled to run in December-January and push them all out of time.
Also, even if the Saints' Wake event files were separate from the 6.0 patch, running it as scheduled in the first half of December would mean the event decorations (and music zones) are up in the starter cities at the point where they're potentially being used as an MSQ setting. I'd rather that not be the case, so I'm glad it's been moved away from the new expansion release date.
Yeah I can understand that. It just you know, odd seeing a fall event in middle of the winter but that's me.All Saints' Wake has already missed its proper season, so it makes more sense to delay that one event further than to try to squeeze it in ahead of the two other events scheduled to run in December-January and push them all out of time.

There is no win in this situation, probably more people get upset if they cancel it again so we'll have 2 Saint's event in 2022 I guess.
Well in regards to the all saints wake event. Since the original date was also i believe set after the EW launch I'd guess something they planned on it requires code from EW to function meaning EW pushed back = it gets pushed back too. The EW rescheduling didn't have it cross the expected dates for heaven's turn and starlight so they stayed the same.

Kinda wish they'd moved Starlight instead, but I freely admit that that's just because the sheer vitriol that would come from moving the Christmas event away from Christmas would be hilarious. I'm a jerk.
It's gonna be weird to have snow weather at city state and housing area that isn't December lol
I don't know about that. The name of the event itself does not relate to harvest at all, though I suppose the pumpkin would be the part of the harvest theme. Then again, a "wake" is fine for a winter theme, which is the dead season, including dead pumpkins.Because even if it's not based on Halloween, it's a festival themed around the harvest and Eorzea has shown to roughly follow the same seasons as Earth. So their harvest would be before their snowfall. It doesn't really make sense for them to have their harvest festival in the middle of winter.
There's that too, I suppose.
Honestly, while I know the social reasons for it, this is why I'd rather in-game seasonal events have less to do with real life events.
That's why...
I'd be fine with this if a delay is needed for Starlight. It's just that, once again, if they don't need to delay it, then there's no need to.

Eorzea also has a very flexible notion of the passage of time. It's still only five years or so after the Calamity, after all.

Well if they can do Christmas in July, then nothing wrong with Halloween in January.
