I am sure the this "fix" is not a technical fix but a social one. Imagine how many people took vacations for the Endwalker release? But if you delay the release ... then the people took the vacations for nothing. And if Endwalker lands on the servers then the vacations are usually over and this will mitigate the pressure on the servers because when the people are at work then they cannot play the game.

They know it's not going to fix the server problems. People are misunderstanding what was said.
The two weeks to make certain that QA has been thorough and we get a solid "stable" experience in game (once we get in past the server queues).
That's one thing nice about SE - they handle their own QA and take responsibility when there's a problem. Compare that to Blizzard where they leave QA to unpaid volunteer beta testers on the PTR, ignore the beta testers when they report "this is a problem, things aren't ready" then blame any launch problems on the beta testers for not providing feedback the beta testers had actually given them but that they chose to ignore and deleted from their beta forums.
I suspect that most of the QA time involves things like:
The spelling of <insert new NPC name here> is consistent in all quests, across all languages
The VA work in <language> actually matches the text that's been reworked
The music created for the New Cutscene actually plays correctly
The special effects of <new personal duty> are consistent
That is not a comprehensive list, but with all the last minute changes implied during the video announcing the delay, I'd certainly want to be sure that some Major Plot Point didn't get forgotten. Loose ends are impossible to retcon out of existence during the Finale of an 8 year long storyline.
In the English idiom, this is "Make sure every jot and tittle .. is perfect".
There is no mention of Server Problems in the explanations provided to us.
