If you're into that style, the Garo event legwear for physical melee, ranged melee and magic users are leather short shorts, and they have a level 1 'common' glam version, alas both were connected to the Garo event that has since ended and thus these items are now unattainable (tanks also missed out with such gear appearence sadly). So this probably isn't an option for the OP.

A better option would be the Replica Sky Pirate's Bottoms of Casting, which, despite the name, is pure glam gear that all classes can equip at level 1. These are denim short shorts which are exactly what the OP is after, and they are dyeable, however they seem to also include tights/leggings underneath, but that could be a small price to pay.
