Faction/behest/levequest ahchievments

Apologies if this has been asked or suggested, my search came up dry.

SE, Why are the quest achievements not including quests/behests/factions done before the achievements were implemented? Did the game seriously not track the completion of these pre-update? I can understand the situation with the luiminary tools as each successful craft would be difficult to log but levequests and factions already had achievements tracking total number...
I have the achievements for completing each faction quest once, and those completions alone give me 10+ factions complete. Why are they not counting towards this achievement?
I have the achievement for 1000 levequests complete, why doesn't this count towards new achievements?
Just curious... What do players think of the broken rational behind SE's implementation of this?

I think the game just wasn't tracking those items enough to separate the differences.

Kinda like an older U.S. census in some states that tracks "caucasian" and "not caucasian". Although someone could possibly figure out some ethnicities or a ballpark based on last names, it just isn't done. A new census has to be taken that can separate the different results. (as an example of an organization not tracking an item at first, then switching their method).

Although this would be a good incentive for 2.0+.

I just noticed that the levequest and behest achievements are separated per region which would make sense that they were only tracking the total number and not by camp/region.

The faction achievement bugs me though. The tracker tells me i've completed each one once which should get me the first achievement at the very least.

I think by the time they decide to implement it though, players may decide to do the faction leves themselves.

It would definitely be the nice though.
