According to the Media Tour, yeah. Here's the tooltip from the Gamer Escape Media Tour:



Doesn't say anything about needing to be in combat. Based off the tooltip, MNK can pop Perfect Balance ~25s before combat, open with three GCDs to immediately generate three Beast Chakra, Elixir Field or Rising Phoenix, use Perfect Balance again to generate another three Beast Chakra, get the second Nadi they need, and by that point Perfect Balance should be charged up for a third Perfect Balance into Phantom Rush during opener raid buffs.
