Out-of-combat refreshers for EW Perfect Balance (and Draw)

I'm ok with pre-pull Huton, and I also believe a NIN can benefit from this skill being updated to being a valid downtime skill while in combat. I understand what they are trying to do with Huraijin and it does have valid applications, but niche skills just create issues down the road when the time comes to prune or consolidate combat abilities. At this stage in the game, the devs have to be really careful how they choose to allocate combat abilities, and I am just not sure as of right now that Huraijin deserves a slot.

Skills like Perfect Balance and Draw are a bit different though. Neither are niche or uptime skills, so they work differently in regards to pre pull tactics. I'm trying to think of the possible repercussion of just resetting all CDs when the boss is pulled. It's late though. I'm not sure if that's a viable solution, or if other mmos out there do that.

skills are reseted when boss ir reset not when u pull otherwise u will use all your buffs prepull , then pull and reset cds.

in FFXIV 2.0 cds didnt reset on wipe....i mained brd back then and oh boy waiting on battle voice CD was a pain.

i dont think SE intends monk to have 2 PB charges every pull that would be insane on dungeons for example.
