Threads like this, while a troll, do highlight how utterly useless the commendation system is.

If being graded by the game which is always fair and looks at raw numbers and stats, would cause anxiety and make the game less chill ...why is it a great idea to have random people with very little experience and biased views, grade you instead?
You might say the reason this is fine is because it becomes a nonsense-grade that no one takes seriously, thus it can't cause anxiety, but we then use this nonsense system to determine which players get a crown on their heads and the responsibility to mentor new players.

Perhaps you could make the OP's system an optional grading system, that you switch on if you want to go for combat mentorship. After all there's no reason to grade regular players just there to relax, but if you're aiming for mentorship that's a different story.
Or just scrap the commendation system entirely and remove the rewards from mentorship. Either way it needs a change badly.

With the new update to TOS, you're kinda breaking the rules by forcing your way of playing the game on other people.
Let's imagine that we get into a duty together and I'm just doing ice spells because it keeps my mana up.
You politely explain rotations, gcd's, etc.
I reply u don't care and I will play the game the way I want to play.
According to the new TOS, there's nothing you can do now.

They went to the trouble of updating the TOS with examples to showcase this, what you want is never going to happen, because it would force a way to play the game on to its players, something square is firmly against it.

    Good luck

The comm system isn't to tell you how good you are at the game, it's to bribe people into being somewhat pleasant with each other in duties.
The system works pretty well for that purpose.

But, I'm also in favor of an end-of-instance private review, not as an epeen stroking function, but as a way to signal to players when they may might be missing something with their role. Wildstar had a similar system and it was great. It showed your rank in damage done, healing done, and your skill at surviving, and it allowed for ties. It was all private, and nothing was recorded to your account like a logging system. It was a wonderful replacement for a dps meter (For casual content, more hardcore content did need a bit more info for player improvement.) Just have it be an optional pop up on the side of your screen like loot and comms are. (maybe let you pull it up outside of the instance in your duty tab as well, like have a history of last 3, deleted on logout or something)

I could see rankings for damage (so just a rank for the hp removed from enemies by your character)
Offensive support (the amount of hp you indirectly helped remove from enemies with your damage buffs)
Defensive support (the amount of hp you saved or recovered for your party)
role/job execution (how well you kept your gcd rolling in combat, for healers, avoiding overheals and using dps skills wisely, for tanks how much unavoidable damage they've mitigated.)
Mechanical execution (how well you don't get hit by combat hazards)
And probably a completion time at the very bottom.

And if they REALLY wanna push out the usage of 3rd party apps and websites, give us a little xivanalysis style breakdowns if we click on the individual categories to see what we can correct. (it doesn't need to lay out the entire rotation just things like "this action caused a gcd clip" or "you let your dots fall off here" or "this sequence of spells in this scenario caused overheal" or like in-universe written tips for mechanics if they get failed too much)
'Cause they can ask as nicely as they want for people to not use 3rd party apps to get better, but gamers are very well known for wanting to use tools to get better, and if they're not going to be provided with one (stone sky sea sucks), then they will look elsewhere. And just like XIV does a GREAT job at quelling the use of raid-calling addons, that basically do the fight for you, by having easily readable mechanics and mindfully designed stages, a function like this could do wonders at reducing the amount of people who think they need a dps meter.

And if people are worried about people getting too big for their britches and bragging about their rank/putting down those lower than them after the instance.. well.. that kind of behavior is already not permitted and feel free to block/report :P

SE have been working directly counter to OP idea of more complex and difficult jobs that require high skill. If you want a more challenging game you can do savage and ultimates, with whatever group extra challenges like min ilvl. If that still doesn't suit you, maybe take a break from ffxiv and find that challenge you are looking for.

SE is still going to make the base game very casual friendly with sprinkles of harder content for the hardcore.

I wouldnt be 100% sure on that. Keep the section about lethargic gameplay in the TOS in mind, depending on how someone responds it could become clear for a GM that someone is not simply unskilled at a job but actively chooses to be lazy.

This goes against SE philosophy of anyone being able to participate in content period, no matter level of play skill. People seem to be under the impression that you should have some sort of leet skill to play this game. It's a casual RPG there are plenty of games where you need to hop around and avoid things and having to compete in this one isn't one of them. I will never understand why people feel it necessary to impose their idea of how to play a game on others even if they are not right. If the bad guy is dead in the end then it was done right. If you have time constraints maybe find something that fits your schedule. This idea goes against everything SE is trying to accomplish by being inclusive. Lastly, I can't help but to think it's just another troll thread.

It really depends on where that necessary skill level is drawn. If hitting your aoe buttons on a group of mobs is too difficult for you or using anything else besides cure 1, then yea you shouldnt go into group content. No one seriously expects DF parties to do fully optimized rotations but only playing with the buttons you get for the first 3 dungeons all the way up to 80 is honestly just rude to everyone who gets grouped up with you. People like that are just imposing their lazy gameplay on others.

You might wanna edit some of her language out of your post.
Sure, you're quoting her, but that language is still in your post and you can get in trouble for that.
I got banned for quoting someone like this.

They have actually said in interviews/liveletters that they were considering putting a system where the player can monitor their own DPS, but they are hesitant about it.

I think the commendation system is fine. Players just aren't incentivized to use it mindfully.
