Some of the new skills will just replace old skills anyway. Not really worried about it.

Anyway to answer the question every job I play fits across 28 Slots.
So crossbar 1 holds 16 and crossbar 2 holds the other 12
If you consider that each cross is split into 4. On the 1st part I have my main combo, 2nd part, additional damage weaponskills/dots etc 3rd part Buffs, 4th Part OGCD's (this is also just a general guideline)
Then crossbar 2 - holding down L2&R2 gives me slots 1&2 on the 2nd bar 1 holds any healing or defence buffing skills and 2 holds my AOE skills, The expanded hotter gives me access to slot 3 by double tapping L2 which holds sprint, LB and 2 remaining lesser used skills
So there we have it 28 skills without ever having to switch the cross hotbar
Tbh i could fit and work with 80 differnt ability's on controller plenty of space quick changing without akward keybinds
Pc is more if a torture with abilitys and keybinds become akward.. Y ppl think controller cant handle many abilities is kinda dumb and behond me lol

As a new pc/keyboard player I must admit, keybinds are really torture...Tbh i could fit and work with 80 differnt ability's on controller plenty of space quick changing without akward keybinds

You would be surprised with how many of my PC friends have told me "Wow! How can you even play this game with a controller? There's so many buttons to press....Jesus" XD
Some have even tried to play with a controller and they think it's the dumbest way to play and not enough slots etc etc.
I've seen the PC layouts and I can see why they feel this way. They literally have access to everything. Like they have a giant cross hotbar so to speak.
We on PS4 don't have that luxury. Ive watched tutorials, ive done everything to increase my slots but nothing feel "right". It feels clunky and just not good to play.
For example on ps4 the only TRUE way to increase your slots is to simply make a brand new cross hotbar set. We have a total of 8 cross hot bars, but let's be real here its an absolute chore going past 2.
Imagine playing a savage raid and having to cycle through say 3-4 cross hotbars just to find your skills for each situation?
I can only comfortably play with 2 cross hot bars only because number 2 is simply one button press away (R1). Anything past 2 and its basically a nightmare haha and just not fun to play at all.
Honestly its all about orgainzing into themesThis is all kinda news to me.

Main single target and things you use often on bar 1
Aoe on 2nd (can throw in others)
3rd cross bar for things you rarely use. Or things that u pop that stays out ie summons, stances, etc and long cd moves
The switch on 4 with lb,sprint etc and that covers all abilitys on any job easily.
Best if all since they on different crossbars you can easily move over based on your combat situation (i can do this in my sleep and never get one wrong)
I think many ppl rather see it all at once but i dont it gets all clutter like that.
We have a total of 12 crossbars we can swap to in miliseconds and move freely with controller. I dont even use the full first 2 bars

I gotta try controller sometime it sounds fun

If RDM only gets one more skill then that's good, because I have one space free in my comfortable current layout.
Yep, RDM is getting upgrades for their normal combos and only 2 new spells. One of them takes the same skill slot because it transforms after a chain (Jolt transform to Scorch after Verholy or Verflare, and then Scorch transforms into the new one so it doesn't take any slot). The other new spell is the defensive buff.
