It's not just the global chip shortage delaying the commisioning of Australian/Oceanic servers, although that definetely is a major issue - according to Yoshi it's also because of the pandemic, specifically ongoing border/travel restrictions and COVID-related lockdowns over the past few months in both Japan and Australia preventing Yoshi and his development team from travelling to Australia to personally inspect potential server hosts (which has to be done in person, it's simply not possible to do so virtually).

However with infection rates in both Japan and Australia dropping and border restrictions loosening in the near future this will hopefully no longer be an issue, but like everything it still means delays.

At the moment SE have just given a vague 'early 2022' statement about when the Oceanic servers will probably be live, but everything is just up in the air at the moment. All you can do is have patience sadly.
