In the past there was a bad word filter. Nowadays it's useless since people are snowflakes and demanding companies to defend them
SE should just completely remove the possibility to chat if they are so worried about the way people talk. Meanwhile I would just move your fc's communication to discord. There you can speak freely and don't have to worry about a intrusive company trying to tell you exactly how you are allowed to talk.
When someone cannot find the decency to talk to another person respectfully i find that a bigger deal.
Picking and choosing what you feel you pay for doesn't change the EULA and TOS you agreed to when signing up for and playing this game. Flip your argument on its head, and it would make no sense.
You don't have to like that Square Enix is 110% within their rights (and in my opinion, completely correct) to police their game's chats. You agreed to let them do that while playing the game.
I do think that's more likely the case, but if so then the example is either poorly phrased or poorly thought out and even if it's not going to work as they seem to state, it invites unnecessary worry from regular players and encourages trolls to file more false reports that waste the GMs' time.I doubt that SE is going to penalize anyone immediately for a first report. Penalties are far more likely to occur if other members go over the top with the questionable speech in order to provoke/harass the new member.

Regarding fears of players intentionally FC hopping in the attempt to report other players speech in a FC chat, the player doing it is just as likely to get penalized if the GMs notice their behavior pattern.
The document listing the rules has been updated. The pre-existing rules themselves have not changed.

The crux of the 9 out of 10 example they gave is *no longer being in consensus*. The Japanese VERY VERY HIGHLY value consensus among the group to avoid awkward and/or uncomfortable social situations. If something happens that makes group consensus go away, then it's clearly something that needs to be addressed, by Japanese standards. This is usually either by the person who disagrees quietly leaving the group, or the entire group changing behavior to maintain an environment of social comfort. The wording of that rule doesn't surprise me at all as it's completely natural and acceptable in Japan.
Remember, all of these rules were written by Japanese people with a Japanese point of view. We got an English translation, yes, but the rules themselves are still very Japanese.
They also said SE staff in different regions will have leeway to adjudicate reports based on the generally accepted social customs of that region. What may fly in North America may not fly in Japan or the EU and reports will be adjudicated in the context of the region the originate from.
Feels like evangelical extremists have overtaken SE.

When you choose to join a community, part of that responsibility is compromise so the community runs smoothly.

All it takes is saying "sorry, this speech is allowed within this FC. If you find it offensive, you should join a different FC". The player offended could then leave voluntarily or be removed by the FC leader.
It does show that a FC leader and those given permission to invite new members should use caution before doing so.
