Yes, normally it'd return the "This name is not available." However, it's worth noting that I've seen character creation do Wonky Strangeness when the person with a given name is currently off the world where you're trying to create. (I.e., they're doing world-visiting, or they're online but in Eureka or Bozja or whatever.) In which case, the short, computationally-cheap name check done during character creation seemingly returns a "Hey, that's not a character on this world!" but the presumably-more-computationally-expensive-and-thorough check done when it actually attempts to create the character still fails out -- quite rightly -- because the name is in fact in use on the server.
