    It won't help, but I can at least explain what's happening. Back during XI's height, RMT was extremely rampant. However, the game also didn't have any sort of free trial. That mean the RMTers needed paid accounts, and while they did use phishing to try and steal some, by far the most common method they used was simply making a new account and then doing a chargeback on the credit card used before the first 30 days were up. These were being done by the thousands, and each one cost SE money on top of the fee they lost due to penalties through their payment processor. In the end, SE took a hardline stance and set it up so that if there's any irregularity in payment, they auto-ban that card and the associated account(s). XIV is still running on top of a lot of chunks of backend code that was initially used for XI, so this account/payment behavior is still seen.

    The OP is level 90 now and had the problem a year and a half ago, prior to EW launch, so it must have gotten resolved through customer support. There's also the new thing in the last couple months where some forms of payment are no longer accepted due to SE using a new payment processor, though if you're getting the error about account compromise it's probably not that.
