A bunch of new / returning players.
People who have all their classes at 50 are the ones who stayed and know exp parties are more rewarding and joyful.
But Returning players don't know of any other mechanisms but leves for leveling.
New players only get introducted to leves by the main scenario too and if they look around on FFXIV related sites on the internet, they will mostly read about leves too.
My guess is that it's less about not wanting to do exp parties but more about not KNOWING about them![]()
Everyone Power levels nowadays. It's so in this season. EXP parties was so 2011.
Outside of the 20-30 range my THM leveled more than quickly enough. Of course this is my first class to 50 and I had significant boosts from Storyline quests along the way so maybe the next will be slower. But honestly 45-50 felt like mere hours. Just solo'd level 50-52 kobolds in U'ghamaro for close to 1k xp each.

I think as others hath said, new and returning players may not know that XP grind parties are oft more time efficient for XP.
A returning player may alternate between leves and behests.
A new player may try to do quests (and also leves).
And I imagine a lot o' folk may not be interested in leveling their other classes with the new content for their 50s.
And the shellmates / friends who power level each other in sexy secrecy.
You may have to be direct and aggressive by the aethrytes with tells to the individual(s) and lead them toward the XP party. If they have a positive interaction with you and a positive encounter with XP gain, they will consider XP parties more often and you may be able to catch them leveling other classes as well (or persuading others to sin).
