That event was originally made back in early ARR and hasn't been updated in any way since then.
IMO it was more of a Dragon Quest nostalgia piece.
I do wish they'd make a new one now with some new DQ series minions/mounts and maybe some character costumes or weapon glamours. Although in regards to costumes and glamours, some of them might look off due to the differences in art styles between the 2 games.
I feel for ya, but the single-page guide on the event specifically stated the three items you'd receive in exchange for doing a quest and two FATEs. I haven't seen all of the special events, since I'm fairly new (my first was Make it Rain this year), but the ones I have seen so far would lead me to believe that 'one quest and a couple items' can certainly be the entirety of content in a seasonal event.
As for it not being more 'Dragon Quest-y' I do agree. The DQ font on the 'quest accepted' was a cool touch, tho.
IMVHO if you're going to drop cash on something - anything - you should know what you're paying for. It's your prerogative to buy before knowing, but then you gotta own the remorse. /shrug

Here is an advice for you with the way XIV works: do not re-sub exclusively for an event. They are not worth it. (except if you reeeeaaally want the glam, which is advertised on the event's webpage)
Of all the crossovers I've seen this is the weakest.
Didn't do the first one for XI or the one for XIII.

While I can't claim to know what the devs have planned, I can say with confidence that the FF13 event is not going to come back, because 1) The items are in the cash shop; this means they aren't coming back as free and 2) Crossover events are meant as a sort of advertising for other things, like Dragon Quest just announcing their offline mode on Switch. This might work if there was a FF13 rerelease planned, but there just isn't.
You are entitled to your opinion, and of course if you didn't like the event, by all means that's a valid feeling, but it feels very disingenous to complain to be let down when the event is exactly as advertised (fates + items); doubly so when you skip any actual "Story" content, regardless of how silly/nonsensical.

The content of the event, on the other hand, are usually a bit more involved than one simple FATE and a cutscene, which is about all this event has.
