Can't progress past "Butcher's Blood" quest

hi, i'm playing on PC steam and I'm having a really bad time trying to get past this quest. There are two scenes, the first scene works fine, but the second scene, whether I watch or skip the first scee, it either:

A) crashes instantly with no error if I run on Dx11
B) I put it on DX9, but it just hangs indefinitely (I left it for 30+ mins). I can still open my chat window and it opens the exit dialog, the second scene just never loads, so I can't even skip it...

I tried installing the latest graphics drivers, reinstalling the game (it's on the same drive as my OS and steam) restarting with a clean boot, disabling my GPU overclock, disabling full screen optimisations, underclocking my RAm to stock, changing every graphics settings (windowed/fullscreen/borderless, reducing graphics, etc) locking my framerate to 60fps on nvidia control panel and desktop, unplugging everythiung from USB except my keyboard and mouse.

All overlays are disabled I don't have discord running and steam overlay is disabled as well as nvidia.

I don't have any mods or anything like that installed.

I just want to get past this quest so I can continue the MSQ, this bug has ruined my weekend

When the game crashes, is there an error message? If so, could you provide it in your next reply. Additionally were any updates or changes made to the PC at the time of the crash?

Hi, there is no error message. There have been no updates. It just crashes straight to desktop with no error, instantly closing.

I have the same problem loading into Tamamizu running onn DX11 (tried changing all the settings, thought it must be something to do with reflections cause its undersea but couldn't get it to stop crashing) - thats why ive been playing on DX9, if that helps.
