I'll just go point by point:
I agree Scholar should have Miasma, it feels weird to me that Scholar forgets how to use that when coming from Arcanist. I know that ACN/SMN are about to lose their DoTs, but at least having two DoTs, maybe at different timers too, would give a bit more to juggle in downtime. Bane is fun too, but I would rather have the DoT than it; Bane could be brought back as an effect of Art of War I suppose, but in the sake of preventing button bloat I don't think it should be it's own dedicated button on Scholar.
It seems like people have asked for Miasma back all expansion though, and SE hasn't acquiesced, so what I'd like and what will happen are two different things unfortunately.
Scholar is getting Protraction in EW which is going to help with it's ability to heal, but DRK is the only tank you need to worry about. Just because you see a GNB drop to 1 doesn't mean you need to immediately heal them to 100%, they've got invuln on them and regen ticks/other healing can easily put them in good standing before the next raidwide/tankbuster. Obviously it's case by case, but Superbolide is great, nowhere near on the level of unfun that Living Dead can be.
I don't agree, Scholar's healing kit is very powerful and it doesn't need more added to it.
Dissipation is fine IMO, I suppose the GCD healing buff could be changed to apply to Aetherflow heals, but I feel like 20% healing increase + Protraction's 10% + Recitation guaranteed crit would be incredibly busted. I know people don't like the idea that your faerie goes away for 30 seconds, but it's part of the trade off that the aetherflow stacks will be more useful to you than your fairy however you spend them. (heals or DPS)
I did not play before ShB so I don't know of a time where Eos and Selene are different, but I think it would be neat. I've thought that instead of Selene doing Embrace, she could do small attacks on an enemy, so it's just the trade of the Embrace heals and not changing of skills. Eos as a prog fairy, Selene as a farm fairy, etc. The problem being that the more you differentiate between the two, the more you make one the "better option", which obviously you wouldn't want to happen or they'd end up just combining them again.
Crits aren't completely RNG, Recitation guarantees you a Critlo every 90 seconds, and conveniently in Endwalker, Deployment Tactics is getting changed to a 90 second cooldown! This means you'll have a guaranteed party wide Critlo every 90 seconds, neat!
