I've seen some strange ideas over the years but having a problem with a WHM spamming holy on trash packs is up there with the strangest.

Also, Comms are meaningless, I've had poor runs and picked up all 3 and also dragged a group through content many times with the skin of my teeth and got nothing. It's just how it goes.
