Mini game open world (suggestion)

then it would be part of the story and we have done that. so it does exist in the game, but only when the narrative allows for it. plus ninja has the "mug" ability too, to have a chance to get more drops from mob kills in the open world. that's about the extent of it.

Requires, combat..

It could just be a non combat mini game for fun.
Call it sabotage or getting info it doesn't matter..hell call it stealing to fund missions against enemys or spy game

Point is a stealth/steal mini game would be great to fill the huge hole of having no theif the classic ff way

(No i dont count rogue as chance to drop higher is not stealing lol)
