I don't think that it's a problem in and of itself, the issue with Shoha was that it was the only way of getting the attack.

Making Anatman give you Chakra would actually be fairly similar to Shoha on SAM currently.

If Anatman gave you chakra stacks based on how long you've been in the stance rather than on server ticks, then this would work. But what we don't want is anatman fishing to try to get a free chakra stack between GCDs
