Unfortunately this is an issue that's not apparent unless you've played at low ping or used third party tools. Most of the community are unaware of the problem because they've never actually played the game the way it was intended, and most hardcore players/streamers are using third party tools to mitigate the issue and avoid talking about it (either out of fear of TOS or believing that SE hasn't solved the problem due to technical limitations). You'd think that for an MMO with a global playerbase, the developers would test that every aspect of the game works properly at high latencies, especially the combat, but apparently not.
