Being honest, Square and YoshiP do listen but mainly to the JP playerbase. I've been playing since 2014 and as a South American player I feel like we're the leftovers even if there's promotional material for the game in spanish. Unfortunatelly I might be the negative one in here but I don't think anything will happen as this problem exists since ARR and it has only got worse over the years with the speed of the skills that some jobs have if not all have been going through. In ARR the jobs played a lot more slow that they do now and the high ping/animation lock didn't felt as wrong, however it was still pretty noticeable specially for some fights like Titan Ex.

I never post on the forums but on the chance that this will get some attention this is also my bump for this situation, however like many fixes that players do, like waymarks and UI extensions, Square is not going to care and just ban everyone that thinks they're going out of their way to make the game a better experience without affecting direcly anyone else, like the amazing UI mod that allowed people to have a bigger number on the skills when they were on cooldown.

So if you can, try to google this little thing called XIVAlexander, like many have said it can help you understand the problem better and who knows what else, but again just don't talk about it, sometimes it's better to keep a low profile and avoid detailed conversations, specially in this game where GMs can ban you without giving you a detailed explanation or feedback for it.

Kinda ironic, how the JP playerbase was complaining at the start of Endwalker about the jobs gameplay situation and YoshiP addressed that saying that it stressed the devs and they wanted more precise feedback, ironic that he says that when they can't give you detailed feedback when someone gets a warning even.
