Let's see:
Stormblood - the numbers of GCD and OGCD we have to press are ideally balance, not too bloat, not too less.This is why SAM's gameplay in SB was good.
Shadowbringers - A lot of OGCD added that almost feel bloat but that's not the problem.The problem is Tsubame-line-up. It's strictness is kinda opposing of SAM's fluid gameplay, so as a result, it makes the job less flexibility.
The Bad part is since Tsubame is highest damage GCD we've gotl, we have to adjust everthing around it and that make the job, as a whole, even less fluid.
To be honest, if you don't do savage, you don't have to do Tsubame-line-up but don't be surprised if you can't beat skilled MCH's dps, let alone BLM.
Hell, you probably lose to skilled DRG's dps.

In Endwalker, they remove seigan and no meditation stacks from Tsubame any more so less shoha to press but add Tsubame a charge instead and that makes the line-up problem gone for good.
we have more GCD to press from Oni Nigiri-something but that's 2 mins CD so it 's not really a part of the core rotation.

Now to answer your question, For me, Endwalker SAM will be more smooth to play than ShB for sure but will it be as good as SB ?
To answer that we have to play the job in various contents before making a decision.
But one thing for sure, SAM ain't evolved in this expansion.
