100% agree. Extend the system already in place for leveling dungeons to level cap dungeons and call it a day. There's no reason why a piece of gear that only has glamour value should take more than 10 runs to be obtained.
For 24-man raids, make them drop 1 totem per week when they're relevant (1 per run when they're not) and allow players to buy the desired piece of gear for a set amount of totems similarly to what we have now for savage gear.

And while we're at it, let players buy cards that drop from extreme trials via totems. I had to run emerald ex more than 70 times for the card and it was not a pleasant experience. In fact, that's the kind of bad experience that drives me away from the game and makes me want to take breaks.
