I don't know the answer to this offhand, and I cannot check because I am not in an FC...
But you can check for yourself, actually. Grab a free VPN if you don't already have one. Open up the page with the timers without the VPN on, and note what they say. Then, close your browser, turn on the VPN, select something in some other time zone, open an incognito / private window in your browser of choice, and go back to the timers page.
If there's no difference, the time is static. If there is, the time is based on your browser / location.
