That only happens if you receive something while you're scrolling past that first message.
Once it's out of view it stops scrolling.

All I know is that if I need to scroll back to read something, it's frustrating to have the window scroll me to a newly received message. Or, in the case of public chat, a message doesn't even have to be directed at me. Stuff like:
- Public chat where I've scrolled back to read something, and the window keeps scrolling me back to current messages, which can happen once every couple of seconds, causing me to then scroll back to what I wanted to read, then get pulled back to incoming text, etc., etc.
- Dungeon groups where I've scrolled back to catch something important that was said (while keeping up with the group) only to have my text scrolled back because someone said, "OK".
I prefer my scrolled-back text to stay where I put it, regardless of incoming messages or text. The tab should blink or gain an icon upon new text received - like virtually all other notifications on the planet - not rip you away from what you're reading to display new incoming info.
Heck, this could even be optional. 'Don't adjust my chat scrolls', check the box, EZPZ.

Cool, what ToS violating add-on are you using to fix that? Asking for a friend BTW.
Or would if most of them didn't bounce off this game due to the horrendous chat implementation. I came here with the remnants of the Wildstar RP community when that game folded. Very few of the new to XIV people stuck around because chat here sucks for both direct and indirect reasons. Since chat is so awful much of the XIV RP community has become extremely insular just to make things manageable. Gotta be in the right FC or Linkshell.
Wildstar was another game with addons and there were a couple specifically made to smooth chat. They normalized emote and speech so that each had a consistent color. You could set up keywords to give you an audible clue when somebody mentioned them. Here? Good luck waiting for Square to build that QoL.

None at all, I'm staunchly anti-addon.
I even made this video showing what I am talking about since it's built right into the game. All I did was get someone to start counting to simulate chat activity, and scroll up to stop it.
Hyperion Novice Network unknowingly helped out too I guess.

Excuse my low production value, it was a rather quickly made thing here.

Can't give any links to such things here. Googling "Dalamud chat" should lead you to answers, but you'll need to figure out the remaining steps on your own.
This only works when single-line messages are coming through. If you start scrolling up as a multi-line message is posted, you only end up fighting against the autoscroll, which is really annoying. It's just not a consistent method to stop it.

Indeed your right though I did mention that in the video description.
You may need to "fight" the message but other than some obnoxious long spam or something you only have to go from a small flick of the mouse wheel to a scroll of the mouse wheel.
It's never really been troublesome I've found.

Having to fight and scroll is the problem we are asking to get fixed. As someone who is also against mods, I'm in 7 hunt linkshells and cw linkshells to try and foster an active hunting community with in game tools. I don't care about the spam itself. What is obnoxious is the game fighting against my intent to read and click a message while people are spreading the info.

This is what happens, and I guess this is the issue that some people don't understand (or care about, or personally have, and that's fine too). But this is what would happen to me:
(Get a message) --> Hey, Billy, I wanted to...

That's how it goes sometimes. Yeah, separate chat into windows will help. Yes, a notification would help. Yes, fullscreening would help.
A toggle for "don't adjust my chat positions," would also help.
(Edit: NOTE: My personal problem with this is solved, via "methods". I only jumped in on this to back up OP when people questioned that the issue even exists.)
