You cannot summon that retainer right now.

Since the version 1.22 update I haven't been able to summon my retainer. I attempt to summon my retainer and receive the message "You cannot summon that retainer right now."

The retainer shows "Location: Gridania - Lotus Gardens"
It is not set up in any of the wards.

The GMs are unable to help, and have asked me to submit a big report to the developers, which I have done.
I sure hope a version update isn't required just for me to access my retainer...
