In what content does a BLU actually require a limit break? Is it that hard to get through that remaining 4-9% of damage in an unsynced instance?

BLU already has a lot more tools than it actually needs tbh. At this point people mainly play it to find fun and broken solutions to everything, so more fun and broken options couldn't hurt.

    Fun? No.

Broken? Yes, if they reduce the number of decent choices one has to play around with.

You could say that about any job though, with the extremely rare exception of a tiny number of synced instances that require a timed Tank LB. Healer and DPS jobs don't ever absolutely need an LB ability to clear an instance, but it's fun to have and gives the action purpose across all jobs, especially if things unexpectedly go wrong and the party needs to quickly adjust; nobody wants to have to use a Healer LB before an instance starts, for example, but it sometimes becomes helpful as a backup plan.

I don't see why Blue Mage should be a weird exception to the rule.
