how to unlock whitescript exchange

Hi guys well 1st my main is white mage lv 66 and just unlocked storm blood then decided to level up my crafters to lv 80 before I continue ive done Inscrutable Tastes. And from what ive read it says Im meant to get a quest called Go West. Craftsman. But the quest isnt at the npc do I need to keep leveling my white mage to 80 before this will unlock?

Access to crafting gathering/scrip and related items isn't gated by your combat job level though it is gated by MSQ progression.

You'll need to talk to Mowen in Eulmore (a Shadowbringers zone) before White Crafter/Gatherer scrip will be unlocked.

If you've started Stormblood content and are able to get Yellow scrip, then you've likely already completed Go West, Craftsman. You can confirm this by going to your Quest Journal, clicking Complete, then typing "Craftsman" in the Search bar. If you've completed the quest, it will show.
