As someone who works for an ISP, there is a LOT that can go wrong between you and your game and it's very commonly not the client or customers fault or available for them to troubleshoot.
In NZ they tend to connect you to a city close by, NZ is really really small so you'll always get crazy speeds locally. It's the pacific line that messes us up down here.

For example, I get well over 500mbps right now on it, but outside of NZ it drops a lot.
