Well, plus its going across the pacific, and ISPs love to not do efficient routing or spend money repairing or upgrading their systems.Sometimes congestion can cause this - especially if it's impacting an entire data center since you have inter-world travel to account as well. Also, take into account the possibility of ISP throttling, which tends to be a favorite of US ISPs since they've done it to me a few times in the past couple months. If it's not that, then perhaps check your graphics settings and see what you're running on. Sometimes the game will lag pretty bad if you're trying to run on a potato.
I haven't noticed any issues on the NA datacenters.
